According to the report, in order to implement the spirit of the "Hainan Province clean energy Vehicle Development Plan", "Hainan Province New energy vehicle Promotion Medium and long-term action Plan (2023-2030)", "Hainan Province Carbon Peak Implementation Plan" and other documents, and orderly promote the sale of fuel vehicles in 2030, Hainan plans to carry out legislative research on Hainan Free Trade Port to promote the development of new energy vehicles.

In order to ensure the independence and impartiality of the relevant work, the Hainan Provincial Department of Industry and Information Technology intends to entrust a third party to carry out the work.

The contents of the commission include providing legal support for measures such as the complete cessation of the sale of fuel vehicles in Hainan by 2030, the construction of a unified national large market, and the special right of way for new energy vehicles, carrying out legislative research on the Regulations on Promoting the Development of new Energy Vehicles in Hainan Free Trade Port (hereinafter referred to as the "Regulations"), and giving full play to the role of legislation in guaranteeing and standardizing. We will promote the high-quality development of new energy vehicles in Hainan Province.

The content of the project includes investigating the development status of new energy vehicles in Hainan, analyzing and summarizing the development difficulties, pain points, blocking points and legislative needs.

To study and put forward suggestions and countermeasures that meet the actual conditions of Hainan, support the research and writing of relevant provisions of the Provisions, and clarify the basic requirements of legislative purpose, scope of application, basic principles, organizational structure, division of labor among departments, development planning, product information confirmation, public data collection, safe driving, vehicle scrapping, and power lifepo4 battery traceability. Formulate comprehensive measures to encourage and guarantee the high-quality development of new energy vehicles in Hainan. The Provisions should be based on the actual and future needs of the development of Hainan Free Trade Port, follow the objective laws of the development of new energy vehicles, and integrate the strategic positioning and development direction of the national ecological civilization pilot zone.

Assist in completing the work of submitting the Provisions for review according to local legislative procedures, including but not limited to completing the annotated draft of regulations, legislative explanations, compilation of regulations, review responses, etc.
